The law hasn’t changed in Canada, but subtle policy shifts have sparked optimism and a raison d’être for entrepreneurs who see the mushroom industry as inevitable. For example, last year Toronto’s city council asked for federal permission to relax possession charges like those on heroin and cocaine against a range of narcotics including fentanyl and marijuana. But the city would only get a break if it could be shown that “it’s reasonable for police to search someone” and there are guidelines defining what’s considered reasonable.
